Dr. Francisco Castillo, Senior Vice-President and Chief Information Officer of West Zone concessionaire Maynilad Water Services, Inc. (Maynilad), has been selected as one of the most outstanding chief information officers (CIOs) in the Association of Southeast Asian Nation (ASEAN) region by the International Data Group (IDG). Dr. Castillo was selected from over 450 IT professionals because of his immense contribution to Maynilad’s IT infrastructure resulting in the water concessionaire’s overall improved process management.
The ASEAN CIO|CSO Awards honors outstanding Chief Information Officers and Chief Security Officers who are responsible for information management and security in enterprises, governmental and civic organizations.
Dr. Castillo joined Maynilad in 2011, as its Information and Technology Services (ITS) division head. He transformed the IT system of Maynilad resulting to more accurate data capture and reporting, improved data storage capabilities, and enhanced efficiencies in business processes. This system reconfiguration has automated more tasks, reduced paper use, and provided easier access to data, among other benefits.
Before joining Maynilad, Dr. Castillo worked as regional head in Asia- Pacific for a large multinational technology company from 1998 to 2011. In that capacity, Dr. Castillo handled utilities; energy and telecommunications practice, comprising mainly of different IT projects for the sector, as well as consulting services.
Dr. Castillo has received invitations to be speaker and panelist in international conferences on operational efficiencies and business intelligence. Earlier this year, he was cited as the “Most Valued Person” by the International Quality and Productivity Center, for his role in shaping the agenda for the Enterprise Mobility Exchange Asia Pacific in Singapore.
Maynilad is the largest private water concessionaire in the Philippines in terms of customer base. It is a concessionaire of the MWSS for the West Zone of the Greater Manila Area, which is composed of the cities of Manila (all but portions of San Andres & Sta. Ana), Quezon City (west of San Juan River, West Avenue, EDSA, Congressional, Mindanao Avenue, the northern part starting from the Districts of the Holy Spirit & Batasan Hills), Makati (west of South Super Highway), Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas and Malabon all in Metro Manila; the cities of Cavite, Bacoor and Imus, and the towns of Kawit, Noveleta and Rosario, all in Cavite Province.
