Below are frequently asked questions about Maynilad’s Lifeline Rates, including the Expanded Enhanced Lifeline Program (ELP) for qualified low-income households.
1. What is the Lifeline Rate?
The Lifeline Rate is a discounted water rate for qualified Residential customers with low water consumption.
There are two types of Lifeline Rates:
- Regular Lifeline – Automatically applied to customers consuming 10 cubic meters (cu.m.) or less, with an approximately 41.12% discount on the Basic Charge
- Low-Income Lifeline – Available to qualified low-income households upon application, with the following discounts:
- Approximately 52.30% discount for consumption up to 10 cu.m.
- Approximately 46.25% discount for consumption from 11 to 20 cu.m.
This expanded coverage supports larger households under the Expanded Enhanced Lifeline Program (EELP).
2. How is the Low-Income Lifeline Rate applied?
The discount is applied to the Basic Charge. Other charges are adjusted accordingly, while the Maintenance Service Charge remains unchanged.
Registered Senior Citizens consuming 30 cu.m. or less may also be entitled to a 5% Senior Citizen discount on top of the Lifeline Rate, subject to applicable rules and regulations.
3. Who can apply for the Low-Income Lifeline Rate?
Customers who meet any of the following criteria may apply:
- Beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps)
- Households below the poverty threshold (with certification from the Social Welfare and Development Office or SWDO)
- Bulk-supplied accounts under government or private low-cost housing programs (application must be submitted through the Homeowners Association or HOA)
Only one beneficiary per household or service connection may be approved. Monthly consumption must be 20 cu.m. or below.
4. Who are not qualified?
- Individual customers in bulk-supplied communities (application must be made through the HOA)
- Customers with illegal connections or disconnected service at the time of application
- Accounts with outstanding arrears at the time of application, unless such arrears are settled prior to approval
5. Is the Low-Income Lifeline Rate automatically applied?
No. Qualified customers must apply and submit complete requirements.
The discount will take effect starting the next billing period after approval.
6. How do I apply?
Applications may be submitted at any Maynilad Business Area Office or Barangay Helpdesk.
For 4Ps beneficiaries:
- Accomplished application form
- Latest Maynilad bill
- 4Ps ID
For non-4Ps beneficiaries:
- SWDO certification (issued within the last 6 months)
- Accomplished application form
- Latest Maynilad bill
- Valid government-issued ID
Note: The service address must match the address indicated in the submitted documents.
7. Can I apply through a representative?
Yes. You may authorize a representative by submitting:
- A signed authorization letter (or Maynilad Authorization Form), and
- Valid IDs of both the applicant and the representative
8. How long is the Low-Income Lifeline Rate valid?
The discount is valid for three (3) years.
You may renew your eligibility by reapplying at least two (2) months before expiration, subject to submission of updated requirements.
9. What if my consumption exceeds 20 cu.m.?
If your water consumption exceeds 20 cu.m. in a billing month, the Lifeline discount will not apply for that month.
The discount will automatically resume once your consumption returns to 20 cu.m. or below.
